Can we add some type of Public Event restriction for joining it in progress? I've seen it most specifically during this Dawning but it's evident all the time. I'll be patrolling an area and a few people are around just before a PE starts, which is obviously fine. But they don't stay and do the PE fully and I'm left making it heroic and nearly completing it alone. Then they come back and shoot a single time to get credit and it's rediculous. One shot shouldn't give credit to someone that did NOTHING the entire time.
