Peer to peer you should look it up. Also after two months ban its a permanent which is what comes after the two week ban.

server issues do not cause restrictions. To get a connection restriction you have to be reported by players for lagging or other issues. Bungie then reviews the connection logs and can see if it was a legitimate report or if it was false. they can see everything regarding the stability of your connection. Your admin would be far better served making their own post listing their connection stats and asking for help getting it sorted if they cannot do it themselves.
