I use Garden Progeny 1 and can one shot unshielded vandals, dregs, thralls, and harpies (when I get the crit shot, otherwise it's a two shot). I also use the Polaris Lance, especially on missions where solar burn is enabled.
I don't find either underwhelming at all.
Edit: I forgot, Garden Progeny 1 one shots acolytes, goblins, and hobgoblins, too.

All weapons clear low enemies well, the problem with scouts is that it takes a whole clip just to get the shields down of enemies and by the time you reload the shield is back up again. I’m exaggerating a bit, the real problem is that other guns are superior. Scouts use to have a good place for medium to long distances but now pulse and HC match them or if not are better than scouts at these distances so scouts aren’t as viable as they use to be. Just my two cents.
