Questions
Can they buff something in pve and not have it effect PvP?
Would people be ok if they started locking certain guns out of pvp? So it can be OP in pve, and not ruin pvp?

They've already been tuning pve and PvP differently for damage and things such as that. More general improvements such as stability, would have to be for both in order to "preserve the feel between the modes." Which honestly wouldn't be a problem because they still would have a rather high crit requirement to reach optimal ttk.
