fyi - Outbreak is ok in pvp on console (ps4) but not fantastic in any way. Visually I think the stats in the gun are bugged but visual bugs don't really bother me. Pvp players usually aren't vocal about gun nerfs, but we are pretty vocal when shit like Nova Warp, Spectral Blades, and some exotics that totally break balance (Wormhusk, oem, etc) start to eliminate skill gap.
