Well TECHNICALLY, if you side with the Drifter
[spoiler]aren’t you also technically siding with the Vanguard, since they’re actually somewhat working with him. Siding with “the Vanguard” is really just siding with the Praxic Order, more specifically Aunor. I chose to side with the Drifter because well...Aunor is just bat shit crazy[/spoiler]
Anyway, people give Zavala a lot of shit for not going after Uldren but it wouldn’t be logical to storm the reef. Zavala has a choice between Vengeance and Duty. He chose Duty. That’s takes serious restraint. Cause was his friend and teammate but he had a responsibility to look after the city and protect.
That being said...he probably could have spared a fireteam or two to help take down Uldren.

The only reason we got half a foot in the door is because Spider double-crossed Uldren. Why do you think he knew so much about the Barons? He crossed Uldren because he saw us as a means to get some dirty work done. It was a good deal for him - we weren't under higher orders, and we were mad as heck. Nobody would officially come to follow up if we fail. If we had an "Official Vanguard stamp" he would not have even looked at us twice. It would not be good business for him. Without the Spider, we would have been at it for years. The trail would have gone cold and we would have all died to the creature that was eating Uldren.

Well Uldren and the Barons did a number on Spider and the Tangled Shore. His goods being stolen, his gang of fallen being slaughtered, having to hide himself in his hideout. Had we not come along I'm sure there would've been a fallen vs scorn civil war. Or had Petra still came, hed have told her the locations of the Barons and given her some partners to work with. His turf was being taken over and he needed to get it back. However being the businessman he also is, he took advantage of this opportunity, which I think was a nice move from a business standpoint. He couldve easily given us the information but he chose instead to take advantage of how much work a guardian could get done. Otherwise hed have to send his bois out and 9 times outta 10 they would've got demolished.

That's just what Spider told us. He knows far too much for someone bottled into their safehouse. The other possibility - Spider made a deal with Uldren and the barons, traded his turf and supplies etc for glimmer/promise of a bigger cut of the shore in the future. When we come along all angry and irrational, he manipulates us into double crossing his former business associates. We steal the supplies back, which Spider then sells a second time to us. Good business. Remember when we first went to Dreaming City - Spider told us to make sure we tell the Sov's that he kept his end of the deal (that nobody entered the Dreaming City.) It very much sounds like he's covering his tracks.

Well, we can take our own friends along for the ride, so technically he gave us full reign, and others by proxy. But yeah, the City is still rebuilding. Possibly inviting more vengeance and violence, and leaving the City undefended, is worse than giving in to your own selfish wants. More is at stake, so he chose the right choice, his job. If you look at te lore, more and more Guardians are abandoning their posts and chasing after power instead of doing what Guardians were supposed to be there for, defending humanity.
