Yes they nerfed it, but "only" the amount you get back. Atm you have a chance of 60/40 to get anything back at all, no matter how much you've blocked. I guess most ppl didn't realize yet because the exotic was useless in pve and pvp since nerf. But it's a good choice for reckoning so I hope for more confirmations.
