Yup, still happened to me.
1st week on SoTD launch, 5 powerful gear only gave me 651~652 while prime engram gave me 654. I'm still stuck with Light Levels of average 685-ish and I've been completing every single one of powerful gear including LW and SoTP every single week after SoTD launch.
The funny thing is, this bug does not affect ALL player, which is unfair in my opinion.
I don't keep any bounties/quest that will reward me powerful gear whatsoever too before going into SoTD.
Remember, you can't spell Bungie without B-U-G

It was going great when the reset happend like "ah yes finally im getting my light level up" gear was dropping +8 to +10 then it cutoff at around 675-676. Its honestly the most frustrating thing ever running around with crappy gear that wont get me anywhere.
