They dont ban people because it makes that person mad and they wont buy again. Player satisfaction comes last. Profit comes first. Also Bungie may not be banning because they see this as a Sony/Microsoft issue as they are the platform owners. In this case you gotta go through the console company to get people banned and again they may not want to because it will cause a loss in revenue and admit their network isn't all that great.
