I found Techeun Force (fusion rifle) in Last Wish which had both kill clip and rampage active at the same time but I think that one might be the only exception. As someone pointed out below those two perks are in the same slot. I have it equipped on my Titan right now if you want to have a look.

I believe they’re both part of the same attribute column, so you can get one or the other but not both on the same weapon.
