Get your ass in the heroic version.
Open a chest. Look at what you get.
Then make the connection that utter lack of heavy MAY JUST be not intentional and it MAY JUST be that the Whisper quest is a bit buggy right now.

Yes and that would be alright if Bungie didn't remove all Planetary Tokens from drop sources. They still drop there though so that means that entire area is most likely bugged to shit which is why no ammo drops and it still gives you Io Tokens
