If your boots are 367 after a +5 mod, a 367 boots drop without a mod is an upgrade.

But is 362 above your character’s unmodded/base power? As the character base power is what determines the power of the reward, not the power of the currently equipped (or even highest power item in inventory) for that particular slot.

Still, I'm consistently getting powerful engrams for my stronger gear so I'm usually only going up one light per piece of gear rather than overall Light. I haven't gotten a strong piece for something like my gauntlets which are sitting at 355 unmodded in almost 2 weeks.
