He took command over the City with the Consensus. He is a fraud, as he never actually spoke to the Traveler and vice versa. He spoke FOR it. He hasn't been given a name. He's been there since before the City was built. But was his death blessed? Are they talking about his initial death or his death by the Consul? I'm not sure... And that's all.
