They nerfed final round then litc on snipers to not body shot kill. It has been found that crowd control on a sniper can give the effects that were removed. Many people say this sniper can only be found by deleting a character. This is incorrect. The only high impact sniper that cam roll crowd control is an uncommon sniper called gozen-c. This sniper can be obtained from a quest called against the hive, the very first mission. Many people say you can only get it by deleting your character but, bungie announced when they readded the abandoned quest kiosk that they re-activated past quests so people could reobtain khvostov. It also re-enabled the first mission. Proof? I reobtained the quest on all 3 of my yr 1 characters TL:DR before deleting your character for the last possible body snipe, check abandoned quest kiosk for "against the hive" do that mission then wait for crowd control from gunsmith. I don't take credit for discovering the gozenc's one shot capability but I have not seen anybody saying it can be obtained without deleting a character.
