They are separated, you see any ads or bosses in PvP?
They are instances, arenas which are much smaller than the PvE environments, they are even hosted by the players.
It's just an excuse to give an illusion that they actually are connected somehow and that's the reason they can't get any performance out of the game/consoles.

I think you're thinking of something else. I don't mean modes. I mean how weapons act/handle, how abilities are made and things along those lines not enemies being in PvP the crucible or Players fighting in strike missions.
