This has been a topic that has been thrown around here before. There is a machinima/montage community that would kill for a camera tool. I believe adding a tool like this would not only create more groups in the community, but even draw players to D2 if they see that they can tell a story through such an expansive universe. Now if the tool is being added, and devs just can't say yet, then we play the waiting game. I really hope the feature is added into the next installment.
