We can easily use him as a way to get the fallen on our side.

We can make a pretty good guess about his view, considering he doesn't like Guardians. That her involvement in our affairs led to her death really isn't going to convince him to form an alliance with the Vanguard. Instead of seeking out his own people or even Guardians, he has instead looked to take over the Fallen. He's not doing that so that he can help the very people that lead to his sister's death.

At the very least, he's consolidating power to rebuild the Reef or use the Fallen to fight any Cabal who come to the Reef. Her power and influence has lasted beyond her "death." Also, every other guardian in the Destiny 2 reveal trailer have the Queen's sigil worn prominently on their armor.

We really don't know the Queen's goal, but Bungie has already said that when she returns she will be more like how they originally envisioned her - as a true pirate Queen. She is serving a power we know nothing about, for goals we can not guess at.
