The very first time you booted up Destiny it should have asked if you wanted to perform an import. You probably mashed through the prompt.
Even if you performed an import again it wouldn't make a difference. After like August 13, 2016 all character data on legacy consoles stopped being tracked. Nothing you've done after that date can be imported.

I had not gotten my Ps4 till December of last year. I read the prompt and put it off till later so I could finish what I wanted to do on my Ps3. After starting Destiny Ps4, I was not greeted with the prompt for an import but a the character selection screen showing weeks of lost progress. Nobody else in my home had access to my Ps4.
