Removing crit and in air accuracy on shotguns just lowers the skill gap. Not really the crit but definitely the in air accuracy. Not saying it's hard to get shotgun kills either. The thing about good shotgun users is they'd end the match with a great k/d. I while using great movement and, primary skill.
The usual shotgun apes come out with .5 to 1k/ds. Unfortunately the opposing player who keeps getting popped by them or trading doesn't care about that.

Any game that uses ballistic weaponry has to flow some basic rules. Otherwise you won't up with Battlefront lasers. Primary accuracy ducked anyway plus most of those air engagements will happen from range. Jump shotgunning gave you and increased angle to the head and body at the same time. It was a crutch. Closing the gap should also not make your weapon more efficient. You use that to bring yourself into effect range but it's not the weapon doing the work. In the case of jump shotgunning the basic mechanic of the pellets and critical damage made it too effective.
