Only the initial accuracy, meaning the very first shot, received an accuracy improvement. The range was decreased, and damage falloff was increased. Hand cannons received more nerfs than buffs. Remember how Bungie nerfs things.... they look at what was being used the most, and nerf the crap out of it. Hand cannons were among the most used primary.
