A possible fix could be:
After 1-2mins of inactivity, the two other players get to choose to boot the afk'er, but BOTH players have to agree.
Maybe even give the afk player a (5 second) chance to reject the decision.
If it happens a second time throughout the activity, you'd only need one player to boot the idler with no second chance and anyone who got booted should have a higher chance of being matched with other idlers.
OR, at the very least, give the idlers a (timed but) non-changable emblem and shader to show the others in the activity that that player is an assho.....i mean, idler. Maybe just deny the idlers rewards at the end of strikes.

I was thinking of that as part of the 'idling'. If possible, Bungie could include a way to check if a player's movement is random or constant. Realistically, there is no perfect solution, but it is an annoying problem that Bungie probably won't fix due to lack of resources or simply not caring.

Even if they deny rewards it wouldn't work in the situation OP described. I have seen people that are idle until they get transported to the boss. Then they play for the final minute and get rewards. You have a good idea and it would work better if the joining allies was removed. It wasn't always there so it should be easy to take out of the game.

If one guardian can just run through without their teammates, it's not really teamwork. I mean, the amount of times a teammate took off, set off all of the enemy spawns and left the other guardian and I to try to plow through the horde only for the rusher to die and teleport the team to their checkpoint anyway.

It's a bit marmite for me. I like it because it helps mitigate against speed runners who skip optional encounters. (Side note why can they die while speed running and solo cause a wipe? Wtf?) I dislike because it supports afk play, which is frustrating. If they got rid of it I would want to see more to tackle speed runners. If only not wiping a team because one impatient sod wanted to skip to the boss and ended up dying in another area.
