No, what a vanguard class is is a very large health Titan. Then they use whatever load out they want. The expedition load out is something entirely different. It's a load out.

Just make one for pvp. Use seeker rockets, smoke, vortex shield, 30mm, and give it medium armor. Not sure what the problem is, seems like a pretty balanced class to me

That's the expedition [i]loadout[/i]. Not the vanguard class, which is a term used to describe the very large health bar and regenerative shield.

I think there is some confusion going on. I want a vanguard titan to use in PvP with the standard campaign loadout. I don't want/need regenerating health or shields.

Then you're not asking for a Vanguard Titan. You're asking for the Expedition class. A Vanguard Titan in multiplayer would be overpowered to the point of removal.
