I've been noticing quite a bit of sprint lock regardless of my subclass, but now that you mention it SC and Jug both seem to stutter a bit as the animations are taking place.

I have noticed delay and then shoulder charge not activating which I think needs to be addressed , Bungie's Twitter has some information on the changes. More patch notes will come Monday. Bungie is saying due to the sprint cool down artifact shoulder charge was op in its current state. I am ok with the delay I am not ok with shoulder charge not activating. If Bungie doesn't get this right I will just run jugs and then that will be nerfed to.
