Are you serious? This entire PDF was all about stop and searches and how the officers didn't have enough evidence to conduct one but the DoJ also says that they didn't have sufficient evidence to even claim that in the vast majority of cases so they went to isolated cases instead.
They are literally using anecdotes and their lack of comprehensive data to come up with a conclusion. This is scientifically backwards.

So you read page #33 that talks about illegal strip searches and the 60 complaints within the year that alluded to them? Or the part where instead of being commended for reporting misconduct, honest cops were harrassed by the higher ups and told to "stay in your lane"? Or officers witnessing other officers plant drugs on suspects and being too afraid to report it? Or the excessive force? Or on page 30 where a seargent instructed another officer to "make something up" to justify a bogus stop and frisk? Or page 152 where an officer received 125 complaints and received no disciplinary action? You read all that? You're full of shit.

Yes, I did and it fits directly into what I said. The DoJ can't find enough evidence to support their claim that there is systemic anything and so they find the outliers and try to pose that as the average. Your argument is still weakened by the fact that the DoJ admits they don't have conclusive data and are using outliers. And you think complaints mean anything? Really? I can complain that an officer shoved an alien probe up my ass and it would be recorded. You think criminals who are proven to be criminals don't file complaints against the officer?
