If that was true, they would have released the Xbox One specs at E3, 2012. Microsoft released specs to overshadow the PS4 Neo and possibly also the Nintendo NX. They want us to hold out purchasing a new console for the next 18 months because we know Project Scorpio will be better than any of them. Remember, Microsoft says Project Scorpio is "the most powerful console ever built", as if the console were already competing in the market. Meanwhile, Microsoft wants you to buy an Xbox One S, which is assuredly not the most powerful console ever built.

Sure it may be a marketing scheme but it is still true.

Microsoft also said Scorpio has "the highest-quality pixels anybody has seen". Is that true as well?

Not with thay statement alone but if you listen to the part before that he says "usually movies in theaters are in 4k 24fps but on Scorpio you will be seeing 4k 60fps" thus making them the 'highest quality pixels anyone has ever seen'.
