Here's how:
Un-nerf DoT.
Make it proc on headshots only.
DoT will always leave you with 1 life point left. So the user has to stay in the fight, not just pew pew and run.

The DoT of the first shot would have to take out enough health for the second shots actual damage to be enough to kill. In other words, you have to stay in the fight and not let DoT do the work for you. Means chasing them as they cover to heal and/or not running away after 2 hits letting DoT kill them. That was the problem with thorn, hit them twice then run away from the fight as DoT killed them.
