If your saying the whole halo universe, the warden could just keep bombarding the guardians over and over again. Guardians are limited. The warden is not.

Yes, but a single Warden was almost a match for two teams of elite Spartans. Millions of Wardens could push the Fallen off Earth, or single-handedly defeat the City, or perhaps even liberate Mars. And of course, as previously stated, he's hardly the trump card of the Halo universe.
