The weekly Crucible Bounties are still available at Lord Shaxx.
To unlock them, you have to complete a long Crucible Questline, ending with the quest "At The Mountaintop"

You should have a quest to play a specific Crucible match type. Do that, and you'll get another, and another, and eventually you'll go through each game type, then you'll get ones for doing the daily/weekly crucible matches, and eventually ones for wins with a certain amount of kills with specific weapon types. Once you do all the steps, you'll unlock the bounties. Do it all on one character though. As of one of the recent patches, completing the quest line with one character unlocks the bounties for all your characters.

Also, be aware that the kiosk is currently having issues and may not let you change pages. If the quest is past page 1, you won't be able to see it. Pick up the page one quests to move the others forward until you can see if it's there or not, then you can re-abandon the ones you don't want.
