That's not 'head glitching' that's an intentional mechanic Bungie put in the game. I found out about it from a Planet Destiny Podcast with a Bungie Employee.

I'm talking about the snipers who do this shit. Who will stand on the rock in this week's trials map on one of the spawns. All you can see is his glint, good luck challenging him. If your doing it with a primary it's not that big of a deal, usually you have to be close enough and will get grenaded. But on this map it's just cheesy. You wanna challenge that sniper? You have to go all the way around to challenge the scumbag, even if your using mida.

It's when you ADS behind cover and only the tip of the top of your head is visible to the enemy. Not a glitch, just clever use of cover.
