Have to raid to get the ToM.
No one will accept me into raid without ToM.

Managed to get two of them before the ridiculous requirements, but I got fed up with 2 of the team members constantly arguing over strategies and getting nowhere then left. No idea what to do after getting the 45 fragments as I haven't read anything past that point.
