With that out of the way, I wonder why the Refer-A-Friend Program isn't on last gen anyways.

It's very likely that Destiny 2 will be current gen only, which will be very good for the future of the series. The referral system being only on current gen increases the chances that people who haven't upgraded yet will, as well as potentially bringing in entirely new Destiny players, or at least convincing people who haven't gotten TTK yet to do so, maximizing the Destiny 2 player base as much as possible.
