That "extra" bullet will most likely come from a third or fourth burst. When you factor in time to kill of other weapons, like TLW, and buffs to hand cannons and ARs, it's not going to be as effective close to medium range anymore. But nothing is certain until the patch is released.

I believe that may be the case and shouldn't change much if you land all of your bursts.
