Anyone that wants a buddy to play with, perhaps to run then through if they're low level. I'm a hunter, level 40 and light level 260 and a warlock, level 28 light level 150, that I can use. I'm pretty decent at raids, have almost full legendary or exotic armor and weapons. I don't meet "requirements" to join other people's stuff and I know there are others that don't either.
