Why the hell do all of the new players with no medal scores and no grimoire get these "locked" exotics.

Actually both grimoire and medal score do mean something. They show how much experience a player has. And I don't like PVP either and I don't spend a lot of time in it that is why my medal score is pretty low, but both of you literally have no medal score which shows that you have little experience in the game and have little time spent in the game.
