The four relics do not make the gun. They just awaken the memory of banshee. When you bring the core back he says it's stronger and newer then the one in the relics and then after talking to the foundries you go get the frame from the sabre strike. Now as for all of this connecting well and being an engaging story? I'm afraid not. Feels like it's missing alot. No dialogue during any of the new missions/errands for one. Seems like they wasted a great opportunity.
