No its not... The crucible vendor always supplied crucible gear to any one who had the game and played crucible.... That is no longer the case... He now does nothing other than tell you to buy TTK.

Where are before crucible always dropped new items I never had TDB but picked up a saterine rapier as one of my first weapons and it was awesome I loved it but that came in with TDB.
