They're talking about armor upgrade fragments (sapphire wire, harmonic essence, etc.). Instead of one type per class there will be one type for all classes, kind of like weapon parts. Spirit bloom, and other planetary resources will stay as they are, plus there will be a new type on the dreadnaught.
