Thorn performs like an upgraded Timurs Lash with burn effect instead of explosive rounds, but has better start-off stability than Timurs lash do it is still going to be usable just wont be as a dick with the burn damage is all that is nedded to fix it
When you look at handcannons it's clear they have different tiers.
You have the high RoF low impact like Word of Crota
Medium RoF and decent impact like red hand IX and the fulcrum
And the low RoF high impact like timurs lash and Ill will
Thorn doesn't fit into any of these categories. It sits at high RoF medium impact. Which means even without the DoT, it would still out class any legendary handcannon and still rival last word and hawkmoon.
Add to that one of the highest ranges on a handcannon and the DoT and then it's even more OP.
What I would say to balance thorn is make its RoF lower, and make the DoT on body shots lower, like to 3 per tick. Keep the damage on headshots the same (so it can still two shot, but the RoF means you actually have to play skillfully to get it like most handcannons) and maybe lower the range just a little.
The last word is a different story however
Edit: I only say keep the two headshot kill because multiple guns can do it right now
