i think they mean that when taken king actually releases its going to be capped at level 40 but since the 2.0 update is coming out on the 8th and not the 15th they don't want people being level 40 before taken king comes out which is why it says level cap for all players will be 34 (when 2.0 is applied) then raised to 40 (when TTK is released)
