The year 2 one instantly had the main perk form the year 1 applied by default. So it starts out where the old one left off doesn't it? What's more, assuming you do have to grind to upgrade new exotics, you have people on the one hand saying "if I start at 34 then I only have 6 levels to reach 40 - it's not enough incentive to grind - not enough "play" value" while you have others maybe saying "so I'm going to have to grind to upgrade ny new level exotics"? Well you can't have it both ways. Either you do want an incentive to actually grind bounties/strikes/missions/whatever or you don't.
