Bungie have nothing to do with rating the game. They make the game and agencies like ESRB give the game it's rating.

Different rating systems, in Europe there is the PEGI rating system (3, 7, 12, 16, 18), America simply has their own rating system of E, T, and M, might have missed another one. It's to do with the laws in those countries, not the company :) it's the same with movies as well where in the UK it's rated 18 and in America it's rated R, same thing just a different system of showing it.
