My friend (who no longer plays) got an exotic before his first legendary.. We hit lvl 20 (all three of us the same time-ish) and thought, hmm, crucible? And I kid you not this guy got SUROS regime his FIRST -blam!-ing game. I WAS THERE! P.s. It was during suros domination of the crucible too; he got the best pvp gun in the game on his first ever game in the crucible ._.
