I want to test it, I got mine to drop on my 7th try after the blades got removed from public areas but before HoW.
I shall test it and see how many times it takes to drop if indeed it drops.
Will keep you updated if I find anything.

BungieUserResearch just posted on reddit that he checked with the right people, and it still has a chance to drop, although really rare. something is just so -blam!-ing strange here. Even if the drop chance IS there and it is really low, I can't believe that Bungie is apparently cool with having their players sit and farm this one mob for DAYS to get this to drop. They don't value our time? The only other thing I can imagine is that there are some other drop qualifications that we aren't aware of, something that changed after HoW
