My titan however show did not receive a key but shows a reward waiting at the reef. I go to the reef and nothing is there for her. And still shows rewards waiting. Plenty of inventory space and not maxed out on keys. Not sure what the issue is either.

It has always been per account not per character. It just has a relatively high drop rate per character. (At least it does from what I see)
