no it was teased from the days when bungie still made halo (the easter egg in halo 3 odst) and was in development for 6 yrs, when it was first advertised, it was shown to be ps4 exclusive, they later changed it to be available on Xbox ONE PS4 360 and PS3. and what exactly do you mean by equality? (I'm not jabbing at you, I'm just curious what you meant by that :P )

i think they changed the consoles it would go to either to avoid getting burned alive by the long-term bungie fans who've played halo before 343 took the reigns of making it, or because of Activision, overall i can't answer why since i don't entirely know the reason :P
