Only one per "account" is guaranteed per week from bounty turn in. Anything after is RNG.

Nope. I got one this week across three characters and bounty turn in. You got lucky with RNG. There is a post from a "bungie mentor" (chuckle when I see that title) that explains its ONLY one pre account per week guaranteed. I've had friends get one and two a week from bounty turn in.
