Hobgoblins are a glass cannon, they're extremely easy to critical and can often be killed long before they get to use their shield. Typically they don't move around either, making them all the easier to kill. That being said, with the shotgun buff in PvE making Minotaurs a joke, hobgoblins are still one of the more dangerous vex enemies, we really don't need to make the vex easier to kill.
