Apparently you have been hit with too many lucky bullets and crowd control bullets from the lash. Those will get you a 2 hit kill everytime. So your reload fix won't help with those. If those perks aren't active then it is a 3 shot kill like every other handcannon in pvp that doesn't have a damage perk. Unless you are in IB or Trials with under leveled gear. Then you will be destroyed by its impact. Plus reload perks will negate your reload fix. Just like range perks did for felwinters lie and the shotgun nerf. There will be no way bungie makes people wait 45 seconds to reload. And just think after HoW everyone will be able to buy any gun and then go to the gunsmith to reforge it for the perks they want. You will have more guns to complain about then.
