They don't spawn anymore. The only one is in the fist of Crota mission on earth

If you happened to get the sword in the mothyards and the public event captain pops up, you can actually take him out solo without spamming 14 Gjallarhorn rockets at him (you'd be lucky to kill him with that honestly). But, overall, they weren't needed. They were just there for fun/practice and to fit in with the DLC lore. Now that the guardians have "beat Crota" it wouldn't make much sense for them to be there.
