There are actually dwemer specters in Morrowind. There's also a living one in the Tel Fyr Corprusarium, by the name of Yagrum Bagarn. He is, as the Corprusarium implies, infected with Corprus. A debilitating disease that will madden anyone infected, and not in a way similar to Sheogorath's sphere. Back to the Dwemer, you speak to a Dwemer spectre during the Tribunal expansion called Radac Stungnthumz. Yagrum Bagarn is also part of the Morrowind Main Quest, at least in part. He's also an important part of later Mages Guild quests, translating some Dwemer texts.

Not that I know of. All Dwemer depiction have been based off of armor.
